Begin with your state and district
State programmes can differ in the type of business supported, founder category, location, recognition requirements, application windows and financing terms. Our state opportunity directory starts with verified examples in Kerala, Bihar and Tamil Nadu; it is not a complete list. Check the original policy and administering agency before applying.
For any state or UT, use the Startup India state-policy index and the 2026 scheme playbook to find the relevant state portal. Some linked policies are historical; confirm amendments, current duration and application status directly with the state. Also check the state industries department, district industries centre, state rural livelihoods mission and sector regulator where relevant.
Examples to investigate
- Kerala: KSUM's Idea Grant and early-stage funding page list several stage-specific routes, including one for women- and transgender-led startups.
- Bihar: Startup Bihar describes seed support and incubation. Its policy describes a loan; check repayment and recognition criteria.
- Tamil Nadu: Gramam Thorum Puthozhil describes village-focused startup readiness, incubation and conditional seed support.
State and local tax questions
GST is a national framework with state/UT registration and jurisdiction considerations. Where you operate, what you supply, and the nature and location of transactions affect registration, classification and reporting. The GST registration guide explains how to identify state jurisdiction; do not assume a separate GST registration is always or never required in another state.
Check state and local rules that may apply outside GST, including professional tax where enacted, stamp duty, property-related charges and local levies. Whether they apply depends on the jurisdiction, entity, employees and transaction. For example, Maharashtra's tax department describes an employer professional-tax registration procedure; this example does not establish another state's rules.
Before comparing an incentive
Ask whether it is a grant, reimbursement, subsidy, tax incentive or loan; whether it is paid before or after expenditure; whether matching funds, jobs or location commitments apply; and whether another benefit can be combined. For tax incentives, obtain the current notification and ask a qualified advisor how it applies to your actual entity and transaction.
